Democratic congressman Charles Rangel (pictured) is trying to make things right with his constituents and the IRS. He is also claiming that he was being targeted as part of a "guerrilla war" waged by the GOP.
Republicans defend their charges and their call for Rangel to be stripped of his chairmanship of the powerful House Ways and Means Committee.
They say that a tax cheat should not be the chairman of the committee that writes American tax policy.
